Adding on to this, if you're using an o3DS, it's better to just inject GBA ROMs into VC titles. I have an o3DS and have little to no issues running GBA VC titles.Are you using O3DS or N3DS? Because there is quite a big speed difference between the two. (N3DS is better to use because emulators like mGBA run roms at full speed without error for me)

VC stands for Virtual Console. You can use PC tools to inject a GBA ROM into a GBA VC CIA. And then you install the injected VC CIA onto your 3DS to both sysnand and emunand, making sure you also have a patched AGB_FIRM on both nands in the process.I'm on 9.2.

There are quite a few tutorials in setting up GBA injections and AGB_FIRM patching for your 3DS.
