The Gateway merely disables security checks. An emulator would have to decrypt ROMS in order to work. That's a big obstacle the Gateway does not need to address.

But the gateway doesn't magically mean there will be a 3DS emulator. We still need way more than that.

^ That, and even after decrypting ROMs it doesn't mean they will be emulatable quickly because emulators would first need to perform a huge amount of operations correctly in order to even hope to boot a game, and since there isn't a lot of knowledge about how each function works internally, there's no way even decrypted 3DS ROMs could be emulated any time soon.

As everybody said here, it is too early for that, and I'll leave one advice here: If you see a link, a video, a survey, claming to be a 3DS emulator, just ignore it.
