Does this new gateway mean it may be possible to get a 3DS emulator working on the pc?

You never know actually. Development of emulation on new devices take a long time, and is hard.

But the gateway doesn't magically mean there will be a 3DS emulator. We still need way more than that.

The Gateway merely disables security checks. An emulator would have to decrypt ROMS in order to work. That's a big obstacle the Gateway does not need to address.

^ That, and even after decrypting ROMs it doesn't mean they will be emulatable quickly because emulators would first need to perform a huge amount of operations correctly in order to even hope to boot a game, and since there isn't a lot of knowledge about how each function works internally, there's no way even decrypted 3DS ROMs could be emulated any time soon.
