ROM Hack 3DS decryptor using rom??

I have a good .3ds file for KH DDD. It cant run in citra because its encrypted. I no longer have a 3ds.
Is there a utility to decrypt that .3ds file on my computer? (windows or mac will do)

I tried that. I got the right xorpads and the decrypt was succesful but when i rebuilt the rom, it was still encrypted.
Any specific instruction im missing?
