It's as permanent as any installed title. But if she updates then yes, the browser is going to be updated as well. Unless she manages to update to 9.4, then it'll still use 4096.
If you update your emuNAND same thing applies. Could be easier to downgrade the browser in an emuNAND though. (Might be able to decrypt the fat16 partition and manually change files around seeing as you already have the tickets for the browser. Never bothered trying it myself though.)
As long as the sysNAND is on an exploitable* version then you can always just run FBI or whatever to upgrade -or remove and install older versions of- the browser. But 4096 is the last time it was updated until 9.5 when the webkit stuff was fixed so you aren't going to need a newer version.
*As in gateway or Ninjhax exploitable
