WBFS? using a loader on the wii or a manager on a pc?
a pc manager should have no problem formating a FAT32 drive to WBFS unless your doing something wrong.
Format the drive using windows for example to FAT32(Not Quick)
Open a WBFS Manager select the CORRECT drive then format
It should be then viewable via the wii loaders and WBFS managers
