I tried that cia for CHHM2 it also freezes, not sure what the problem is

What 3DS model are you using? Which CFW are you using? If it's Luma, are you using Luma3DS 7.0?

Dude, this isn't a fix all for everything HomeBrew. You first have to conclude they have those settings on in the first place. Considering the guide doesn't suggest it, most people aren't going to have it on. Just saying.

OP. If you had A9LH on that 3DS before you went to 11.3, why did you not make a new sysnand dump first? Then all you'd have to do it restore it. In your current situation, I'd suggest redownloaing the HomeBrew starter kit, re-installing the HomeBrew launcher loader CIA, and updating your payloads before you do anything. 90% of the time reinstalling it fixes this issue and it's maddening that people don't try to simplest things before making threads or telling people they bricked or need a hardmod or something......
