Noob question: If ı update 9.9 to 10.3 can I use browserhax? Because I cant use homemenuhax and when ı use browserhax browser says (....*error. Try different network) pls help

Yes, it opens with zip programs, but the ttp file has a modified header including checksums for extra security.
Which, if true, is completely redundant because you could just check the hashes for the .cias themselves. Still, the guy said .ttp contains .zips when it doesn't.

I get this when I boot my O3DS :c

Wow, this is a bricking shitstorm. Great to see all the pirates/noobs learning there lesson.

As I write holding 1 of 5 of my 9.0 rxTools autoboot N3DS XL, which the CIA's installed are ones for games I rightfully own.

That's exactly what it does, checks the hashes of every single CIA inside when you use it on KTM. Again, it's a zip with checksums included in one neat package.
