I'm currently trying to upgrade my 1.80 Vita to 3.60, using this guide on Wololo. But I'm confused when it comes to step 6. Both the links bring me to an xml file, is this the file i'm supposed to download?

Yes - just right click and 'save page as' and you're good to go. make sure you put the right region in the file (us/eu/uk etc etc) though.
