Should OFW boot if just the CPU flex is soldered?

I am troubleshooting a v2 with a CORE mod chip. I can create an emuMMC and boot into the emuMMC without issue. If I try to boot sysNAND or OFW my Switch hangs at a black screen

I removed the CORE chip but left the CPU flex on, I disconnected the chip from the flex and connected the eMMC back to the Switch motherboard but I only get a black screen

If I have the chip completely disconnected but leave the CPU flex on should I at least be able to boot into OFW?

Yes, it should boot right into ofw, as long as the ribbon cable isn't connected to the modchip.
Seems like there's something wrong with your nand or the emmc chip is dying. Try resetting it with maintenance mode first.

I cannot get the Switch to enter maintenance mode, the Nintendo logo does not appear when I power on the console. I added an entry for CFW sysNAND and it loads atmosphere in sysNANAD

Hekate shows 11 fuses burnt and the eMMC is on 9.0.1

If I hit reboot and select OFW on Hekate then it will not boot, it gets stuck at a black screen and I do not even get the Nintendo logo

EDIT: I added this stock entry to Hekate and it boots
{-------- Stock -------}
[Stock]
fss0=atmosphere/package3
stock=1
emummc_force_disable=1
{}

If I select reboot > OFW or press vol + and vol - at the Hekate no SD screen it does not boot

So it gets stuck at black screen when powered on? Is it stuck in RCM mode? Also try to update the system and see if that helps
