Well it was working the other day now it's not and I dont know what changed. But first I'll explain what I've tried because I've tried everything I've read on google.

Going in the bios and checking to make sure usb wake is on: I checked and it's on
Going into device manager and checking: allow this device to wake from sleep: it's checked for both keyboard and mouse

The only thing I can't figure out is powercfg in command prompt. It always says "You do not have permission to enable or disable device wake" which is dumb because I'm the administrator and I'm on the only account on here. But the other day I didn't realize it was working and did this and I still got "you do not have permission" but it worked somehow. But now it's not working. I also tried Net User Administrator /active:yes rebooting, and logging into the Administrator account, and yet somehow I still DONT HAVE PERMISSION!

If I touch the laptop keyboard (it's usually hooked up to my TV btw, so not right in front of me) it wakes the computer, from usb keyboard or mouse it will not.

I also tried disabling usb selective suspend, made no difference.

I solved it, I was using a usb hub to plug in my adapter for my wireless keyboard/mouse, and it had allow this computer to turn off the device to save power checked. I unchecked it now it works. I think when you mess with your account settings on Windows, it will reactivate those kind of settings without telling you,
