As far as making an illegal version of it that allows you to illegally get Wii Ware. Someone would have to want to meet Nintendo's lawyers to attempt that. Of course with a modded Wii and a bit of gumption, you can install anything that was ever on the Wii Shop channel onto your Wii.

Unfortunately my sister stole and wiped my Wii when I was just a kid and so all of my purchases are gone. No tickets in sight. She gave it back literally a day or two before the shutdown. By this point, you couldn't add Wii Points to your account, so if you didn't buy what you needed to buy by 2018 you were screwed.yes, you can download stuff with NUS even, but the ticket gives a 404 error, so anything you've bought should still be downloadable.

So I unfortunately can't legally acquire any WiiWare games via the NUS, and I'm worried many people out there still can't.
As these Tickets slowly become more and more inaccessible with the passage of time (accidental Wii brick, Wii formats, etc), and as the NUS gets inevitably closer to shutting down, I don't believe "just download your already bought copy from the NUS" is a viable preservation option.
