I've finally done it. Apparently all I was missing was the proper value for the shop flags so the custom super soul I made with a special version of the super soul editor shows up in the shop.

Make sure you have around 2 gigabytes of free space on your SD card. Extract data2.cpk using NXDumpTool (make sure you dump all your console keys with Lockpick-RCM payload first so you can properly access the updated romfs data).
go to romfs options -> set options to make sure it's reading the romfs with the update for Xenoverse 2
browse romfs -> dump data2.cpk
copy data2.cpk to your computer
get the latest CPK browser from XenoverseMods.com
open data2.cpk in CPK browser and dump whatever specific files you want to mod based on whatever modding tools you're going to use from the PC version (not everything is guaranteed to work since a lot of the Switch version files are slightly different than the PC version files and have different offsets)
For example, I have a special version of the Super Soul editing tool that was recoded to work with the Switch version (and it's not updated to match the PC version however using the latest Effectsdata.xml from the PC version works just fine). I made a custom super soul with that and made sure I had the newest "show up in item shop" values set so it would actually show up in the game.
Then I simply opened the data2.cpk in CPK browser again and set the files to replace with the modified ones I made
Then I hit "save CPK file" and CPK browser repacks the same exact CPK file but with the modified game files replacing their original game file counterparts. This may take awhile depending on your computer, but if you have a computer from this decade it should barely take like 5 minutes.
Then you just place the modified data2.cpk in /atmosphere/content/010078D000F8800/romfs/ and then start the game and it should load the mods no problem.
I have only ever tested super soul mods I made myself with this. However, depending on the game file differences between the Switch version and the PC version, this method can probably get other mods working. I haven't tested premade mods with this due to that uncertainty as well. I don't know what has to be ported and what doesn't and what will crash the game or glitch when you load it or what doesn't. Just expect trial and error until enough people actually care about modding the Switch version to make porting mods from the PC version possible.

Im having some trouble so Im following the instructions on the first page to the best of my ability but i gotta be missing some steps ive tried to pack .cpks using the tool provided multiple times for some reason whenever im turning the .x2m files and unziping them theres always extra files. What do i do with the "Skill attachment folders, the UI folder, the skill folders, the JUNGLE??? folders, etc.?" the best im getting is a zamas with a missing top part of his skull and a big hole in the back of his head. or a super saiyan 4 bardock with the same deal and his tail stretching and sticking to the air as he moves. Basically what im asking for here is a more comprehensive/in depth step by step guide. I really wanna give my cacs more transformations and different outfits as well as change some of the og characters to what if versions of themselves. im really struggling here if someone could help me out. sorry if im asking much but agian I'd really appreciate the help

So your saying not to use the other folders i mentioned and just pack the 3 letter folder like in the instructions on page 1 into the .cpk file? And thank you for the response i had about lost hope :)

Also im still not sure how to give my cacs more transformations any advice?

May I ask where I could get that tool you used to modify the "Super Soul"?
