Hacking Dokapon Kingdom .PAC File help

Hi!
I am looking for help with opening a .PAC file. I've tried a few .PAC extractors for other games to no avail. From what can gather, its a fairly generic file extension, so I included a pic of the first few lines from a hex editor in case that helps.

Update: I had some luck with a program called Dragon UnPACKer 5. It was able to rip some .png and .tga images, but a majority of the data came out as defunct .mp1 files. This at least confirms my suspicions that the file may contain other textures or models.

I've tried tools for Brawl .pac files and unfortunately none of them recognize the file. Also tried CrystalTile2, no luck. Even tried one for WWE2k18, didn't work.

Update 2: Upon closer inspection in a hex editor, the .PAC seems to be an archive of other files with a regular size of 0x010420 bits:

I am curious to find out if there is a way to at least parse these into individual files.

Update 3: The hex of the .PAC seems to have some file structures that point to .tga, .dat, and .igb files ('C:/aki/aki_doka/doka_cha/c00/Textures/c00_f0.tga' for example).

I know that the .tga's are image files; I've used the format a bit before and a generic unpacker I found was able to extract some. The .dat files could be anything I think. The .igb files seem to be associated with 3d Studio Max/Maya animation, and there's some paths that indicate maya was used ('C:/Documents and Settings/yamadami/My Documents/maya/projects/B00/sourceimages/B00_kusachikiwa.tga' for example)

EDIT: forgot to mention there's also some .txt files
