Not sure about the Switch, but it wasn't possible on 3DS without either. Without a way to dump your savedata or run unsigned code it's impossible.

On the 3ds it was possible with using a modified version of Cyber Gadget Save Editor along with a Japanese version of 3DS Pokemon game, on the switch it is currently not possible as save are store on the system not on the cartridge itself.
