Is there a way to split .nsp files and install them like what we do with .xci for people who want to stay on lower firmwares and dont have the exfat update?

Not possible yet, you'll have to wait until someone develops an alternative nsp installer with that feature

Does devmenu even work with fat32? I think i read something about exFat only but could be wrong though

Edit: Also, isn´t it already possible to install the exfat update without updating the fw?

There is a way to install the exfat update without updating system software just do that
