This is probably a longshot, but I'll give it a try...
Is anybody skilled enough at romhacking that they'd be willing to try to see what they can do with this game?

Challenge:
On every cart that shipped, there are unused assets for character models for 3D renditions within the game.
Can any of this code be introduced into a semi-playable game even if it's in a horrendous state? (Don't care about a polished final product, it's probably not worth the time)
The assets don't need to even be created, so it's not like you'd be starting from scratch. The trick is: how do we make them available in-game?

I'm guessing the developers planned to initially make the character animations more advanced, but due to deadlines, they had to curb their ambitions in order to get this title out on time.
It appears Capcom has completely given up on the Megaman franchise, so this would be something really special to Megaman fans.
Is there any way some or all of these assets could be tinkered with and merged with the used assets in the game? It doesn't matter if it's super glitchy and crashes or what have you, but I'd like to see how it plays. If it's playable to the DS even better, but if you can just get it working in an emulator, that would be AMAZING.

Reward:
I'm not a rich guy by any means, but I'd be willing to pay you for your time if it's a reasonable rate. Hell, I've wasted so much money on crappy $59.99 new games, at least I know I'd enjoy this game and be willing to be pay a premium for the opportunity. It would NOT go to waste. I'd sink hundreds of hours into this thing.

Anyway... just giving it a shot. Maybe there's some talented coder out there who might have some fun with this.

Given these only exist from Megaman in his 3 versions, Colonel and protoman, invcidentaly the three ones that we have in the PET at any point, and the PET has 3D Models of our Navi hanging out in the bottom screen at all times, how certain are we it's not just these animations?

Well, I would say based on what I can recall from my observations of development timeframes, it's more than likely they had models for all the characters. I think it's very likely they were approaching their timeline and the creative director decided it wasn't worth the trouble, so they made the sacrifice to toss it. Whenever I've seen features like this (the fabric of a game), it's rare that they would throw together a couple of samples and leave it at that due to how their development process works. This has got to be cutting room floor type of material.

Seriously, if anybody has any expertise in this area or you know someone who does and who might be interested as a side project, please let me know. To at least get a ballpark of how much work it would take. See, I know there are some amazing coders out there that could possibly do it and might be up to a challenge. Here's hoping *prays*
