Homebrew Installed CIA file through FBI, not showing in menu

I followed this guide https://3ds.guide/ and it all worked, managed to install and setup everything, installed lumas.cia and a bunch of other cia files required. Anyways I update from 11.2.0.35 to 11.3. I then got a pokemon y cia file and installed it. It was 1.68 gb, it took awhile but however after it was done I went to the menu and its not there? What am I doing wrong?

Should note I have a new 3ds xl

was a "legit" cia file. Idk what a legit cia file is but I read it shouldn't matter if its legit or not?
