Yeah, the point of the second repo is for pull requests, comments, issues, etc for the wiki itself. @mashers can update both wikis at the same time with one command, so it's quite easy to manage. The point was so that we don't have random people editing the wiki (decline a pull request) and have all of the features of a normal repo. @mashers can read and write to https://github.com/RedInquisitive/3DS-Homebrew-Menu-Wiki/issues so he can accept pull requests himself, too.

I don't know if my logic makes any amount of sense but that is why it was set up that way.
EDIT: Hey, @ihaveamac, would putting the changelog in the wiki be better?
