If I remember correctly, it's more like an ultra-dumbed down version of games like Romance of the Three Kingdoms. I had a lot of fun with it to begin with, but after a while it becomes repetitive as you try to quash every last kingdom.
The other thing I remember being unique was a little currency/market exchange system. Also, did every kingdom have a different currency?

It's strategy alright, but I wouldn't call it a strategu rpg. There are no rpg elements in it, commonly found in SRPGs. So in the end, I'd call it a simplified Fantasy Strategy game, sorta like the Total War series.
