Did Nintendo make the legacy download servers slower?

When I'm trying to re-download eShop software, the download is much, much slower than it had been previously. The download animation always has only 1 block coming in at a time, meanwhile previously there were always 3 or 4 blocks.

Is it my connection or did Nintendo decide that barely anyone downloads legacy software anymore so they can just use slow-as-hell servers?

Edit: For some reason I'm now getting the 3-4 blocks again. Maybe the servers were congested or something.

Whats your point? Ninty didnt kill off redownloading software ya own yet.
If that's what you're talking about, I think those servers have been slowed down since Nintendo no longer cares about the 3DS.
