I have tried to find Nintendo 3DS Web Browsers, but with no luck. I have heard of NetSurf 3DS, but it's a bit funky and laggy.
Performance shouldn't matter, (I have a New 3DS XL) just as long as it can load things decently enough and isn't illegible, and has a functioning video player.

Is it even possible? Or should I look into making my own homebrew apps?

You can use FrogFind to improve the experience of using the default browser: http://www.frogfind.com/
Another thing you could do (haven't tried this one myself) is to set up a proxy that at least tries to get around SSL, as 3DS is picky about certificates, one of these might work, you'd have to point at it from connection settings:

NetSurf is pretty much a prototype port of the browser, and even if it were in a better shape, it wouldn't be as usable because it doesn't implement JavaScript.

Lighter websites can work quite well, the problem is that most of them can't be simply opened due to SSL certificates. The 3DS browser hates let's encrypt certs in particular.

FrogFind reminded me of one of my favorite internet wayback machines; ProtoWeb! I was able to connect to it with proxy settings, but it'll be simulating the old internet. I guess this is the best solution for now, but I can also look into proxy settings made for the 3DS.
