Technical bla: It hooks into the VC loader. from there it checks that the VC title to get loaded is installed to NAND. If that's true it looks for a c2w.img file in the titles code folder. If (and only if) the .img file is found it applies the patches to redirect to it.
//EDIT: The overclocking codes are inside of the c2w.img file. Normally the Wii U loads this file from firmware but this plugin rediredts it to the one shipped with the title. Only compatible titles ship with this file.
//EDIT2: So when you select the c2w overclock action in teconmoon it will download the .img file from Nintendo, patch the overclock codes in and place the result into the code folder. When you don't select that option it doesn't even download the .img file, so it doesn't end in the code folder. This way you can choose which titles to overclock.
//EDIT3: That said the issue with the first plugin approach by Gary was not that it overclocked vWii all the time but that it redirected to a none existing file.
