    I was downloaded system updates use UpdateCDN, and then manually downgraded use BGRM 1.5. but it couldn't downgraded anything. Can I import system updates CIAs?

    I test use an SD card that has been formatted, it couldn't install anything. so, maybe 3DS console problem, you will be need purchase history in the eshop. at least on my 3DS work well. Edit I'll modified the Descriptor: | section in rsf file. Decompress BASE64 and Recompress it. diff here.

    Did you have a pal console? Set downloaded TitleID:0004003000009802 version:14336 change version numbers to:20000 downloaded using 3DNUS and install 0004003000009802.cia in emunand, probably working well.
