This actually makes it even more probable that they will be added as DLC, then. If I'm not mistaken Koei always has some DLC characters already lying around the base game, so the DLC only makes them "playable".
In any case, that's a nice find.
or it could just be remnants of characters they planned to make playable but didn't for one reason or another

Jeralt, Rhea and Sothis all had voiced crit, level up and learning skill dialogues, but were never made playable, back in Three Houses (also made by Koei) so I'm afraid it's not that good of an indicator.

Oh yeah, that's fair. I was judging by Koei's standards when Cia, Volga and Wizzro weren't playable in the first update of Hyrule Warriors, but yeah, not gonna get my hopes so far up.

I should have clarify that when I said they're fully voiced, I mean they have the basic voice lines but they're missing some lines such as being commanded to attack or switching to play as them, other than that I think they have the rest. Here's my findings of their voicelines.

I haven't checked if Solon has unique praises for Thales or if Kronya has unique praises for Monica yet but I'm pretty sure Thales doesn't have any unique dialogue with the others. There are some lines of Cornelia that might be character specific but for now I'l put them as a generic praise she says to everyone.

There's a lot of npc in this game so I can't promise I will do them all

Completely forgot that was a thing. Now that I think about a lot of the warrior games have a lot lines in the game that can be heard in the gallery but you would never/rarely hear them in the game. Maybe the lines I found were meant for something like history mode but was scrapped in the end.

oh man it would be heavenly if they could bring back history mode from FEW. That mode provided so much more replayability and had some quite challenging stages.

Honestly, I don't understand why Hanneman, Cyril, Gilbert, and Alois aren't playable, when bloody Manuela and Shamir are. Why? I'd much rather play as the first four guys than the two women. It's not like it would've been strenuous, considering classes all largely share attack animations and stuff.
They could be potential DLC knowing Koei Tecmo these warrior games always have some sort of season pass.

Persona 5 Strikers didn't get any DLC content at all (though I admit it wasn't really a warriors game).
Not saying that there won't be any DLC for this game, but there are some indications that may suggest Koei released Three Hopes as a complete package just like P5S.
- They put the 4 Ashen Wolves (DLC in Three Houses) as well as Rhea, Sothis and Arval (who aren't even playable at all in the story and can't even appear in camp), in the base game, but not 4 other playable characters from Three Houses base game (Gustave, Hannerman, Cyril and Alois). It doesn't make much sense from a promotional standpoint since you want to keep popular characters as DLCs, not the other way around. It would have been much better to keep the 4 guys in the base game since they all appear and played roles during the story, and keep Rhea, Sothis and Arval as DLC characters with new, unique classes as opposed to clones.

So my guess is Koei will decide whether they are making DLCs or not based on the sales number. If the sales is below expectations, they can just walk away and without having to worry about outrage from fans that popular characters like the Ashen Wolves and Rhea & Sothis are not playable even though they literally just did the bare minimum since none of these characcters have unique moveset.

lol bruh read the full sentence, it started with an "if"

So what I was trying to say is they kinda put all those characters in the base game, but with minimum effort, to make the game look more "complete" from the outset because it included all the popular characters right off the bat. If the game doesn't sell well, they will just move to their next project and end support for this game without making any DLC, and most people wouldn't be complaining about the lack of the 4 missing guys who are all ranked at the bottom of the popularity list, compared to the Rhea and Sothis whom many people wanted as units back in Three Houses.

most of the characters in general are not unique with only a small handful of unique classes so naming a few playable characters out of the like 30 others that play the exact same and then calling them non playable is just confusing af

DLC these days don't have a standpoint. Its about squeezing money out of us to make the game feel complete. Look at Streetfighter for example we have to pay for old characters to be added to the roster. The first FEW had a slew of playable DLC characters from 3 different FE games yes all of them were popular, but Three Houses has alot of interesting npc's that play a role in the story including unpopular playable characters.

As you pointed out I would love to play some of the npc that only exist in the story dialogue that you couldn't play in Three Houses, theres alot of flexibility KT can do there to surprise us just like Hyrule Warriors. Strikers didnt need character dlc b/c the base game already had the main playable characters. KT is well known for dishing out DLC is all im saying and theres a good chance those characters will be among those DLC along with popular ones that were playable or not.

i think i found Shez (Main Character) data, using the imhex editor, matched the hp and str, so whoever is managing the pattern, add this to it:
le u16 Shez @ 0x9676C;
le CharacterAbilities ShezAbility @ 0x9676C + 0x8C;
le CharacterStats ShezStats @ 0x9676C + 0x1D4;

After testing it several times, it seems that ram edit is definitely more convenient than save edit. It is much easier to edit because there is no integrity check.
The structure is not exactly the same, but it is similar, so it is easy to find the array of bytes in the save file and search for it with a cheat engine, etc.
Now all that's left is the flags for "My Roster" and "Others", but I'm honestly tired of this game and bothered to find more.
I hope other smart people do more analysis on this game

dude stop saying I called Rhea and Sothis etc non-playable characters because I never did. You just keep failing to read/understand a sentence that starts with "IF".

yeah man I completely agree with your assessment. I wasn't exactly saying that I'm sure this game won't get any DLC, that isn't what Koei typically does. I just wanted to point out one big indication why the opposite MIGHT be possible, but at this point, who knows.
I for one wants to much stuffs as DLC (including the missing characters), but I doubt I would even get half of them :(
