it always shakes after battle, how often do you get shiny grass? I used radar 20+ times and still no shiny

So I always do it like that, I walk 1 grass piece further and then use the radar until a field comes up.
But that's no problem with the Radar Energy code.

4. defeat pokemon or catch

When using encounter codes, they all show up as illegal in pkhex, with error in where i encountered it, is there a database anywhere that shows where these pokes can be legally caught? or will these encounter codes show as legal?

The Encounter Code's wont make Pokemon legal because unless you're in an area where the Pokemon can be naturally obtained, it's encounter data will always result in it being illegal, and no cheat will be able to stop that.

I didn't play the original games so I wasn't prepared to fight Dialga and saved stucked in front of him, forced to engage to pursue story. I captured him but I would have come back later to shiny hunt him, I cleared the game but still regret. Is it possible to turn off this encounter flag in pkhex or hexadecimal?

The pkhex data shows that they were all caught on Route 215 or something, couldn't I change the route215 to something where they'd normally be caught to be legal? Or basically, I just have to accept any encounter code pokemon will show as illegal?

you can change, but, change the encounter actually turns it in an illegal xD

Can you? I try to downgrade it to 10.2 version for the update, installed it, and the game won't open, try to compile update and base file to one .xci file too but doesn't work either. Please help T_T

IF you use pkhex to change the encounter data to an area where the Pokemon can actually be obtained, and everything else is legit, the Pokemon will then pass a legal check.

Do you have a CFW'd switch ?
If yes, then follow OP's tutorial, he gives links & information.
If not, then there's nothing you can do, unless your switch isn't "patched", check your switch's serial number and compare using google to know if it's patched or not.
