Sony actually lobbied the Japanese government to ban used game sales in the PS1 era, so I think you hit the nail on the head.
Wait, so game stores and pawn shops couldn't accept it if that was legalized? That's insane.

They couldn't stop online sales, though.

Someone may had already stated this. Theres the high chances of the original owner stealing the account back through Sony customer services. Playing victim the account got hacked if he ever decided to change his mind. Too much risks involved as others mentioned.

People sell digital game codes for cheaper prices and gacha accounts. Its just a matter of how reliable and well known that site is.

Well, Sony announced they're going digital only so in a way they've achieved what they wanted.
problem is they don't give a shit the only "care" (using that term loosely) about their home turf (Japan) but they are so brain dead as a consumer base Sony could piss in their mouth call it lemonade and they'll drink it

They live by their own rules, be it good or bad to the rest of the world aka Ninderp.
Which is kinda good imo, console aside I'd argue they've became known as one of the most advanced countries and actually have sensible options for its citizens.

if an account is left dormant for three years there's the risk of being deleted automatically
Does logging into your account counts towards being active while not really using it? I have a PlayStation account but I'm not really using it unless I'm redeeming a game or something.
