A quick Google turns up https://itluke.online/2018/10/03/solved-the-volume-size-is-too-big/ , which suggests no.For the record, a 3rd party tool is not needed in Windows 10 to format any size drive to FAT32. It can be done via cmd/powershell.diskpart. Although a 3rd party too is much easier.
