The past month I've been looking into this - it's basically useless, however I remember a program that, assuming your console's key was present, could sign disc installation as GOD or other packages.

Can't find it anywhere. I think it probably doesn't exist or is gone forever. However, inarguably game installs are signed on console.

With this is mind, I ask two questions

1. Did I imagine this application?
2. If I did, am I wrong with the assumption that, assuming you have your key and have a retail NAND, editing the install/GOD details

There would be no room to edit game files - just, removing disc install keying

You can file method or GOD. DLC is treated the same no matter what so dont god it. Some install dics are seen as DLC some arent.

Dashlaunch enable content patching = this unlock all dlc installed
dlc must go to hdd0/content/0000000000000000/DLC Folder here

Easiest way to check if extra disc is dlc or not is load xboxImageBrowser and check content folder - DLC always has the same structure.

The simple version - user has console key from a JTAG/RGH, mod is removed. User installs disc on the console now running a stock dashboard, no hacks. Install files are encrypted by console, but key is present making it possible to change the content type from GOD (disc required) to GOD (no disc), usable with no modification on the console

Okay, that's still not quite simple, but should be enough - this could be worth a read for understanding the file system at play and if there's possibility to write to it

I remember nxe2god, which does that, but you needed a modded console to play the god games and use the app. it batch installs, and it only takes like a split second. both versions of games are nearly identical except one has disc checks.

nxe2god most likely signs in non retail format - article talks about GDF and XSF header being applied to packages, with the first one being used for retail games/installed games

Assuming we can even have manage to write to the file system, it would be as simple as doing a rehash on everything using your keyvault. It feels like this would have been documented pre JTAG if it was
