Is there any way to test the cert after it is dumped? The program I am using claims that either the cert is malformed or banned, and I know at least one of them isn't banned considering it was just bought brand new in box yesterday

I have wanted to verify if my Prodinfo is correct by extracting the certificate. But it seems that this tool has become obsolete.

I get an error

\Step2.py", line 2, in <module>
from fractions import gcd
ImportError: cannot import name 'gcd' from 'fractions' (C:\Python39\lib\fractions.py)

You don't need to dump your certificate to validate your PRODINFO.

In fact I need to do it to verify if it is the complete Prodinfo or the one with Incognito applied. I have the peculiarity that I misplace the Prodinfo backup when I use incognito and I found a backup of prodinfo in my Drive and I am trying to verify its integrity.

Again, you don't need to dump your certificate to valid your PRODINFO. Opening it in a hex editor can accomplish the same goal with a lot less trouble.
