By this, I mean is it possible to customise the audio of an app's menu icon. For example, if I hover over Mario Kart 7, I get the sound of an engine and some music. Is it possible to change the sound an app makes on the 3DS menu? If not, could it ever be made possible? Now the PS1 forwarder is a thing, it would be a really cool little thing to add some uniqueness to each of the title's previews!

What does a forwarder have anything to do with a titles music?

Well the PS1 forwarder always uses the PS1 boot up audio, right? Imagine if you had Crash Bandicoot's preview but it played the crate breaking or something
Yes, its possible. I already did this with some of my injections, like Parasite Eve, Earthworm Jim 2, ect. (On PE you can listen the first seconds of the intro, on EJ2 you can listen Jim saying: Groovey!)
@Asdolo recently released NSUI Debug Beta 28, that includes PS1 injections, and with that you can customize icon, banner and the sound banner. The problem is that Asdolo is not working anymore on NSUI (it a shame, but he has a life, he explain why on this thread: https://gbatemp.net/threads/discussion-new-super-ultimate-injector-nsui.500376/page-30#post-9127888) and he incorporated the PS1 injections on 2018-12-26, so it uses and old version of PCSX REarmed. (And belive me, PCSX RE improves a lot the last year, thanks to @justinweiss )
With the PS1 Forwarder Creator of @Sakitoshi , you have an updated Retroarch Forwarder (it not includes the experimental Hi-Res Downscaling option that justinweiss include on a 3dsx a few weeks ago), but for replace the sound banner you have to do it manually. You have to replace the ps1.wav file on the assets folder (PS1 Forwarder Creator\tools\assets_ps1) (Also, you cant have different images for the icon and the banner like on NSUI, PS1 Forwarder Creator uses the same image for both. Still, PS1 Forwarder its great and works better because it use the most recent PCSX RE as core)

I'm a little confused, what I gathered is that PS1 Forwarder can't have multiple sound banners, so each app will use the same sound?

Yes, PS1 Fprwarder use the same sound banner for all, so you will need to replace the ps1.wav every time you do a injection ig you want a different sound.

I tried re-doing my .cia and it didn't work. I replaced the .wav, keeping it named "ps1.wav" and when I loaded the app it just did a ring tone.
