ROM Hack Pokemon Omega Ruby Randomize not patching

So no matter what I do, I cannot get anything I patched to load. I used pk3ds, and moved it all onto my SD card.
-I have Luma3ds
-I have "enable game patches" on
-Using a 32GB card
-Cartridge dump
-No update data

Everything plays like normal in-sted of randomized. Any help?? I've been stuck for almost 3 days like this!

PS: If it matters, I fallowed "The4thGenGamers" guide for everything but dumping the rom, but the game does not patch

1. Did you place the files into a folder with the correct title ID? (It's luma\titles\000400000011C400)
2. Make sure that all of the edited files are in the correct place
3. You can also double check if Game Patching is enabled
