Homebrew Can't boot Homebrew

I am having trouble trying to boot Homebrew for the first time in my 2ds. I have follows what I I believed to be all the steps and while trying to open the <3 nedwill 2016 file in 3ds sound I got a notification saying could not play. Any idea what might be causing this issue? I have ver 11.13.0-45U. I also think I might have the wrong otherapp payload. The from menu to download the payload doesn't allow me to match my version to it. Any help or info would be great

Do you have Luma CFW installed? If yes, is it up to date? :)

He can also opt for installing Luma, right? It would make it easier to run homebrew and install *.cia files... :)
Soundhax was a primary exploit in installing cfw to a console. I find it easiest to use if they are still on a lower firmware that supports it. Later firms will need to look at seedminer or ntrboot.

Thanks for explaining. I used soundhax for a while before installing Luma, but then it stopped working when I've updated the OFW of my 3DS.

Since his OFW is now on 11.13.0, I understand that it may be better to install Luma at this stage... Correct?

Yes. at this point the payloads for 11.13 seem very unstable. It would be better to outright install cfw and go from there with what the person wants to use.
