Gaming Game won't load after converting from Loadline format to NUS

Hey guys, I'm having an issue converting games. I've gotten most of my games from CDN and used WUPInstaller Y mod to install them. Those all work great. But as you know there are a few titles that are unavailable on CDN. I've found those from other sources but they were in Loadline format. I downloaded NUSPacker and used the Wii U common key (starting with D7) to pack the games into .app and .h3 files. This worked and the games installed fine with WUPInstaller. The icons appear on the menu and I can even click them to start the game. I get the title graphic with music, but it hard locks on that screen with no error. I have to power off the Wii U. The games I tried were the NES Remix Pack and TANK! TANK! TANK!. Both were from different sources and are the correct region for my console. I did run Haxchi prior to attempting to start the game. I read that you can't convert Loadline games to NUS on an unmodded Wii U, but they should work with Haxchi. Did I miss a step? Did I get unlucky and get two bad downloads?

That is because the cos in the loadine game are truncated, it happens to me once. Search here for that (Truncated cos)

"Tank! Tank! Tank!" is actually free to play. You can download it from eShop. It's not very good.
As for NES Remix you can download the two games separately.
You need to boot into Haxchi CFW first, then run Haxchi again to load into WUPInstaller and install the game. Going Haxchi -> HBL from a cold boot won't boot into CFW.
