You could also manually generate boot0, package2 images and SYSTEM contents and restore them with HacDiskMount.

If it’s not vulnerable and you don’t have bis keys, you’re fucked unless another pre-pk1ldr exploit releases.

Most common causes of that are corrupt/invalid prodinfo and hardware failure.
