If it’s RCM vulnerable, yes.
Just boot with CFW and update.

You could also manually generate boot0, package2 images and SYSTEM contents and restore them with HacDiskMount.

If it’s not vulnerable, and you have bis keys, you theoretically can.
If it’s not vulnerable and you don’t have bis keys, you’re fucked unless another pre-pk1ldr exploit releases.

It is RCM vulnerable, the issue is that i can't get it to RCM mode.

Have you tried holding the power button down for ~12 seconds? You’re system may still be stuck in the anti-downgrade panic screen, and not actually off, which would prevent you from getting into RCM.

I managed to get in RCM mode, i'm unable to update since i'm stuck in the nintendo switch logo, i do have a backup somewhere in my computer but i wanna keep that as a last resort.
EDIT: If i somehow manage to update is there a "safe" version or should i just update to the latest version ?(my switch is already banned btw) I haven't been up-to-date with the switch scene since forever

Most common causes of that are corrupt/invalid prodinfo and hardware failure. It might also happen when you downgrade without nuking system saves, I don't exactly remember if that causes a freeze or a crash though.
If you have anything important on it currently, you could make a nand backup now, copy it somewhere, and restore your other one to see if it'll work I guess.
