Misc FC for Animal Crossing City Folk on Wiimmfi

Hello, my friend recently bought a Wii and I wanted to play Animal Crossing City Folk with him, but when he tries to go online, Copper(the dog that open the gates) says "You don't have a FC, create one now?" and if he select "yes" the next message is "WFC was shut down". What do I have to do for he get a FC?
