So console had a bad charge port - lots of shorts all over the board as a result. The P13USB was bad as well as the M92T36. Replaced port and both chips, console charges and projects to TV but doesn't fast charge. I'm thinking the BQ chip may be the culprit. Any thoughts?

That would make sense as the BQ24193 used for the battery management.
Just to confirm, you're trying to fast charge with the original adapter?
Other fast-charging USB adapters from smartphones won't work in general as the Switch has it's own fastcharging standard.

Replaced BQ and tried a different usb plug as well. No change.

And no, using a standard usb c cable with a LCD amp reader to check charge rate. All 4 of my other consoles fast charge through this device so that's not it.

What voltage's do you get on pins 1,2,3 & 4 of BQ24193 with your charger plugged in?

If you fix it you should only use licensed Nintendo chargers.
While I agree with this logic for normal use applications, for testing purposes there is nothing wrong with a low draw power supply to monitor amperage.

For gameplay and long term charging a Nintendo brand dock / power supply is a must.

Any USB-PD (may need to be USB-PD 1.0? Not sure on that) adapter capable of providing 15V will in theory work (many don't have the 15V option) as the Switch does use USB-PD. It's just not standards compliant.
Most phone chargers don't use USB-PD though but use their own standard instead (Qualcomm has theirs, Samsung has theirs, etc.) so it's rather the opposite of what you said.

I guess let me rephrase "fast charge".

When the console is off, it charges at 0.42amps, when it boots, it utilizes 1.8amps. The console in question does not jump to 1.8 amps, it stays at 0.42 amps.
