I have the cia but it says I need to update but I can't update, that's why I need the romfs

Well yes, that's the only "official" place to snatch the romhack from

MEGA can be unreliable sometimes, just try downloading it again

Try launching the game via FBI

Go to Titles -> select SM3DL -> Then pick "launch title"
