You can use udcd_uvc plugin to cast to laptop/pc and cast that on tv through hdmi.

Yea it's in autoplugin, you'll need to download psvitadock on pc/laptop and you'll have to connect via usb for video and through 3.5 to 3.5 mm jack for audio.

It was made for those who wish to play their vita games on a bigger screen, it's the only way to do so as of now, and works pretty great! Try it out! Only con in my opinion is needing an aux cable to enable sound other than that it works really great!
Pair it up with ds3vita or ds4vita and you can play with a ps3/ps4 controller.
