The dongle should be fine. I bought the ns atmosphere dongle which works perfectly. But yes. You can send the payload via pc or with an android device or ios.

And if I restart my Switch without CFW, have I an high change to get banned?

The chance getting banned is there. Use it or let it be. No one knows atm what's causing nintendo to ban users

I can't tell you that directly. It always depends on what you do yourself with your console. As long as you do not install any garbage on your console, or unless you're using apps from unknown sources, you should be safe. But a nand backup is never wrong.
