Thats the only user profile you have in that console?
Probably it is not the one you use that need to be linked, but any other account that was once linked to a console before.
 
No mate, I have never linked any account from console. We have 4 accounts but neither of them were never linked.
I cannot play games that require to have linked account. Like Nintendo online NES emulator.

Do you use Incognito or sx stealth mode on?
Do you have an internet conection configured or none? Plane mode?
 
I have incognito mode from sx os plus 90dns settings. I am online and don't have emunand. Sysnand only.

Mine was still downloading this morning.
I downloaded so many releases without success. Luckilly i dont have a data cap, otherwise i would be all wasted on this.
My setup is:
OFW 7.01
SX OS 2.7.1b
No emunand
2 profiles that have been linked online.
2 profiles that havent been online.
SX OS Stealth mode ON
Incognito used
DNS settings manually and automatic

I tried:
XCI base MK11 + NSP Update 1.3 from 2 different sources
modded XCI + Update 1.3 from 3 different sources
NSP base MK11 + NSP Update 1.3 16gb and 22gb

Everything fails in 1.3 but works fine in 1.2

* A detail that may be relevant. both of the user profiles that have been linked online now show an exclamation mark and ask lo log in again (wich i cant do because of Incognito)

UPDATE: I finally got this sorted out.
I can confirm, update 1.3 does NOT need a profile linked online. It doesnt even require an internet conection configured.
BUT, if you happen to have in your Switch any user account that have been linked online before AND has an exclamation mark on it (requesting ou to log online again to revalidate it), the game simply wont gobeyond the "updating game data"

The thing is, since firm 6, Nintendo wont let you unlink a user account, nor even delete it, without conecting to the internet (and obviosly updating to the las firmware aviable). So, even if you have linked those account before, if you dont validate them when required, those will be stuck there.

WHAT I DID: I created a clean emunand and updated it to 8.01 using choidujour.
Then in the emunand system menu delete the accounts letting them connect to the internet (no Incognito,nor DNS, nor SX stealth mode). This is a clear ban risk.
Before deleting the last profile it will ask you to create a new one (because you cant have no users in the system).
So,I created a new user profile, not linked whatsoever to any nintendo account.
This will be the user profile wou will be using to launch the game from now.

SO: now i can play MK11with update 1.3 in emunand.

BUT: if i wanted to do this in my sysnand, i would need to connect ir online and update to 8.01.
That, or maybe i was thinking. Wouldnt it be possible to delete user accounts directly using Devmenu?
 
I also had problems with 1.0.3 custom xci and went back to 1.0.2 using devmenu. Weird thing though is that when I press the + on mortal kombat for game info it shows as 1.0.3. Is this normal when you remove things with devmenu? First time I ever used it.

Try creating an emunand and deleting all the profiles you have and creating a new one.
That did it for me.

My guess is that something got bugged in the 1.3 update regarding the account managment. Thats why this happens so randomly, it just seems the game suddenly doesnt like certain accounts anymore.

hmm i've never connected my emunand online and i only made one profile.

You are right. As i said, there is no need to even have a connection configured on the swtich, nor any user profile linked.
I had to connect my emunand in order to unlink and delete the 2 profiles i already had. For some reason the update 1.03 didnt like those being there, even if i started the game with a completely new profile it would just lock in "updating game data".
It seems the validation in 1.03 is failing randomly for some users whatever their configuration is.
