Downloaded atmosphere payload to my R4s Dongle and the Atmosphere CFW to the root of my SD disk but get this message.

You need to put homebrew applications in a folder called 'switch' iirc.

There is a folder called switch.

I had the same issue.
it seams that the Horizon OS can't handle folder and/or files with archive flag.
as i can see, you are using macos. this should help:
open a terminal and enter the following command:
sudo chflags -R arch /Volumes/name of SD card
