If they resell banned consoles without knowing it imagine the rage when people buy them and can't use them

GameStop does it all the time, after all it's "USED" Aslong as it powers on and plays games, it works for them, if it's banned, oh well, by the time the person who bought it from them finds out, it's too late anyway.

Banned switches can't factory reset, so would be ineligible for trade in.

That's the problem, GameStop gives no crap cause when they sell used, they get all the money and not Nintendo, Nintendo only gets money if you buy it new, that's why I never buy any thing used from GameStop.

I'm actually a Gamestop cluster manager. Our staff are fuckwits mostly, but if they don't factory reset a system at time of trade in, it's first and final. So at least for my nineteen stores, factory resets are the one thing that are consistent.

I bought two N3dsxl's with IPS screens used at gamestop for 140. Manager was nice enough to let me go through their entire stock to find which ones had ips screens. I was a happy customer.

That's what seller feedback is for.
But then again, giving a seller feedback and going through the litigation process trying to get your money back is a hassle.
Sure that driving to your nearest Gamestop and returning the console you got is less of a PITA.

I'd rather just not buy a used console from them.

Even with a clean NAND restore they can’t be reset? Is there some fuse burnt or connecting to Nintendo servers required?
Connecting to Nintendo is required if the console has been linked to a Nintendo Account. And you can't unlink a banned console. Not sure about a NAND backup/restore actually; come to think of it.

Doesn’t GameStop put used equipment through some sort of refurbishment processes? Or is just cleaned up and stuck in a bag to sell?

That depends on the console. Consoles like the Xbox One and PS4 are formatted in store, cleaned up, and sold at store level. Premium consoles like the XB1X and PS4 Pro are always shipped back for refurb mostly to be sent to higher volume stores. Switch's with grey or B/R joycons are mostly resold in store, but with the premium joycons or collectors editions, they're sent back for the same reason.
Any defective console would be refurbed anyway but we pay pittance for those. And any console must be able to be factory reset.
