Does the hat collection have nintendo store blocked by default?

Pretty sure it does but almost everytime I've updated it just copy over the files I need, any i dont need i dont copy over. Have you ever tried opening the nintendo store blocker app? If not open it, if I comes back as blocked then yes it does.... if not you need to block yourself.
