So I recently got my ps1 modded.
Its an Ntsc model with a Pal powerboard since I live in Australia.
Its using a MM3 chip.
However, when I use put in a pal game, it displays in black and white, as such: https://imgur.com/a/e5KS7uJ
A modified ntsc back up disc plays fine though (xenogears undubbed).

I've been looking around for answers, and I think I have one, I just wanted to double check before I spent money.

Would an RGB-scart cable fix the display issues? Or is there something else I can do?

Thanks in advance!

I think you'll need a RGB cable, when I tried to run a ntsc game on my pal console back in the days, it would show up in black and white over composite. When I bought a RGB scartcable I've been able to play those games in color.
You could also try component cables for a much better experience and also playing your games in color.

Whats the different between component cables and RGB? Are cables universal, as in, my ps1 is ntsc, but local sellers have pal cables. Is that fine?

ntsc or pal models use the same cable. Most likely you want a SCART RGB cable. (JP21 cables are for Japanese devices such as XRGB)
ps1 consoles don't support component cables.

On a ps2, component is easier to get 480p with. ps2's 480p via RGB uses sync-on-green.

In France, in our country the consoles are pal 50hz or 50hz optimized, or pal 60hz, but one thing is certain, the advantage we have is that for more than 20 years our consoles are in rgb, genesis megadrive full rgb, snes full rgb, mastersystem, etc....
Except the one with a rgb scart but the image is rotten and drooling composite NES famicom pal, you want the colors? On pal, on tv ntsc? Rgb scart is the only way to go, best display possible, although in rgb I remember that the color red and strong and powerful, look at the logo of a game arc system or other, if you have well saturated red, you are well in rgb, scart scart cables are not all wired rgb in the right way, not all plugs and soldered connections.

As far as the console knows, there is absolutely no difference between PS2/PS3 YPbPr and RGB cables - in fact you have to tell the console yourself which signal to output (so, if you need RGB over BNC connectors, it's easier to buy a YPbPr "component" cable and RCA to BNC adapters)

PS1 doesn't support YPbPr, so it will only output RGB (no big deal: RGB and YPbPr can be converted between relatively simply and with no significant added lag)

When talking about RGB or YPbPr, there's no such thing as a color encoding standard either - the whole reason RGB is popular in Europe is that it completely bypassed the PAL vs SECAM "format war"
