Hardware 3DS refuses to update

I got an encTitleKeys.bin that is like 137.89 KB? that it?
TIKDevil uses the .json file. I'm not sure what tikShop uses.
You can edit c:\windows\system32\drivers\etc\hosts in notepad (as administrator) and add the following:
104.129.56.137 3ds.title...
104.129.56.137 wiiu.title...
Censored the URLs for reasons, fill in the blank ;)
to make the title key site work again only on your PC, but it's enough to download the title key file and copy it to the right folder for tikShop or TIKDevil to recognize it.
The JSON file for TIKDevil should be called wings.json, you can download it from 3ds.title.../json_enc and save it under that name, not sure where on the SD it should be placed though. tikShop might actually use encTitleKeys.bin, not sure.

Yep, it restored them and they did not restore.
Try again. Make sure to say no to installing content from CDN (well, it wouldn't work now anyway) otherwise saves are wiped.

What does, FBI or tikShop/TIKDevil?
How many files are in the SD:\GM9\out\ctrtransfer_tickets\ folder? There should be quite a few in the eshop folder if it indeed backed up everything.

11.7.0-40U is at the end. This 3ds bricked when I installed fastboot3ds and its been a nightmare ever since. I finally got it to boot up and it just doesnt want to update :/
It has been updated before. But 11.8 is just terrible. I dont want to wipe everything because freeshop is gone... so thats a no go for me....
Just saying. Your problems may have started around the time you installed fb3ds, but fb3ds has nothing to do with it. *If* some brick happened during the fb3ds installation (and, again, that never happened before), you wouldn't have been able to boot anywhere near the Nintendo Home Menu.

My 3ds was kinda fucked after installing over b9s. It was during the install, so yes I agree it wasnt fb3ds. But it was a nightmare since then lol

It's horns.json placed in the TIKdevil folder found on SD root. It is the same file as wings.json used by CIAngel.

TIKdevil can't update and retrieve that anymore. Also, manually placing a backed up copy will delete it.

Tickets can't be regenerated anymore.

so new issues... I got everything installed. BUT. I forgot to back up my saves....
I have a nand backup and a sd card backup before I did the ctrtransfer.... any way to get my saves back?

I pointed out several times in this thread that reference copying your encrypted 00000001.sav files within the Nintendo 3DS folder and then implementing them within their respective directories.

Look at post #73 and read about the threads within that one. If you have a ton of games, the only way you'll reasonably be able to copy and paste your save files is using Duplicate Cleaner Pro. This still isn't enough because games with anti-cheat protection will delete them, so you have do a round about way of backuping your saves and then restoring them with Checkpoint/JKSM.

Could I backup this nand and backup the sd card and restore the backed up sd card and nand?

You can try setting up a EmuNAND with that NAND image, boot the 3DS, and then try backing up your game saves with the save managers from the old SD card setup.

What you can also do is create your personal CTRTransfer image in Decrypt9WIP with your current SysNAND on 11.8.0-41U firmware.
  • SysNAND Options > CTRTransfer... > Dump transferable CTRNAND
Restore your original backed up NAND that's linked to your original games setup, and then repair it with your own CTRTransfer.

I backed up my current nand. and I am backing up my current sd card atm
Im gonna delete it all, move my old sd card data over, and then restore my old nand and boot it and backup my saves and then restore the new data and nand. I need to keep the tickets.... they are all pirated games except like 5....
