yes, but on windows, tegraRCM and so on supports 2.0 and on linux, you can patch the kernel to make it work too.
It works on Ubuntu 18.04 LTS without any patches for me. I only have a USB-C-to-USB-A 2.0 cable and it works with both USB 3.0 and 2.0 ports.
 
Yesterday I have received (order at aliexpress for almost nothing) two OTG USB C (male) to USB A (female). As previously mentionned, I have cut both cable to keep the USB C male side. Just solder the four wire (nous tiny soldering skills needed ;-)). So in the end, I have a 10 cm USB C (male) / USB C (male) OTG cable. After testing with NXLoader it works great !!!

yes, it is possible

just think, if you got 2 cables connected through simple plug terminals, just cut the cables and solder the wires of both ends like they were connected through the terminals.

carefully follow the wire colors and you're good to go.
