If I understand you correctly your device is not being recognized while in RCM mode even though you installed the driver?
Something like was happening to me where I had installed the wrong driver over APX and I had to reinstall the driver using Zadig.
But before that I went to "devices & printers" and uninstalled it from there. Try it.

Err...what program? TegraRCM GUI?

That'd be quite normal if you're using a different computer each time.
But if not why not install the regular one on your PC to avoid the trouble?

Nope same pc every time, it just says driver not installed and have to keep doing it. You have a link to it?
