Use the flashcard to install CFW.
Don't search for flashcards with 3DS' games compatibility... they're pretty expensive and don't work as good as CFW.

Yep, with NTRPlugin and (possibly) in a new future update we'll cheat natively in Luma with Rosalina.

If you just want the cheapest card possible (that supports NTRBoot), it's this one: https://www.nds-card.com/ProShow.asp?ProID=490
However, the card has a timebomb (stops working after September 3rd, 2019, so you'll have to set your system's date back if you want to keep using it).

The card linked above (by dpad_5678) also has a handy switch to choose NTRBoot or Flashcart mode, which means you don't have to deal with flashing it. Overall, it's the recommended card (I even have one), although it's twice as expensive as the one I just linked.

For installing CFW or B9S, your good choice is the R4I GOLD 3DS PLUS or ACE3DS X. For playing 3ds games directly, buy Sky3ds+ or Stargate 3ds flashcard.

3DS ROM flashcarts aren't cheap and aren't worth it either. There's only the Stargate that does all of that and it's 91$
It also suffers from several bugs, like DS-Mode doesn't work in Luma3DS.

I personally suggest the R4i Gold, which can switch between NTRBoot and DS-Mode (that works in Luma3DS.) With any CFW you can install CIAs and have your 3DS games. It would also still be cheaper to add a large microSD card if you need more games.
