my son has a 2ds and i seen you can download something called freeshop, does this software still work

Yes. Install cfw following 3ds.hacks.guide and follow a guide in the first post of 3ds noob paradise to install freeshop.

You don't NEED to but you're not going to fit many games on a 4gb card.
